You can hire a car, get a Taxi off the street, Uber or Cabify.
But Buenos Aires' public transport network is both very cheap and very accesible, averanging less than 1 us$ per trip. Get the Sube card at any Subway Station, load it up and you can use it for any combination of public transport: Metro, Train or Bus.
Still, Buenos Aires is a city designed to be Walkable. That would be the preferred mode of transportation
